Welcome to Clara.io! I put together a workaround that should suit your needs:
First I created 2 new physical materials (one will be for red lights, the other for white).
Now, I noticed on your scene that the lights you are using also contain a cage around the lights. This may cause I problem as I imagine you want to have the cage not emit light, but rather just the light underneath. I created a half circle just as a filler for this demonstration.
Afterwards, I adjusted the material settings by clicking on the Explore panel on the left and then making the appropriate adjustments on the Materials panel on the right. This will give the material of the light a more realistic look to it, next, you will add the emitting glow.
Next, you need to add a "Point Light" and make the appropriate colour and glow adjustments which will give you the emitting light you are looking for.
Voila! You can see the effect it creates when I created materials and point lights for both the red and white lights! You'll need to play around with the intensity of the point light and the colour/level of light emitted from the material you've created to fine-tune your scene.
